
Whether the head unit is localized will decide if your cars can be registered at all in Russia and the Middle East: GLONASS and ERA-GLONASS are the gate, not an option. EAEU technical regulation TR CU 018/2011 requires GLONASS positioning and ERA-GLONASS emergency call; the navigation, voice and data compliance in the head unit must be rewritten for the destination, or customs blocks it on arrival.
The changes come in four types. Second, voice: Russian speech recognition, often needing a hardware microphone upgrade.
Run the acceptance math: on a batch of 100 cars, if the head unit lacks the ERA-GLONASS module, retrofitting one unit costs about 45,000-55,000 rubles (480-590 USD); 100 units is 4.5-5.5 million rubles, plus rerouting and port storage, a hidden cost of 3%-5% of vehicle price.
The impact on importers is threefold: acceptance risk becomes tied-up cash — a car held at port is a day of interest and storage; cold-weather specs must be in the technical agreement, with -40°C start and battery thermal management a must in Russia or winter reputation collapses; and unclear data-compliance outsourcing can trigger fines, with liability still on the importer.
Before signing, ask the supplier for the "Russia-ready" spec list and ERA-GLONASS certificate number, and put infotainment localization, cold-weather pack and data compliance into the technical agreement and acceptance terms.
