
For importers who want steady supply to Russia and Central Asia the key point is that, the real ticket is certification, and it comes before price talk. Get the timeline wrong and the whole shipment sits at port while capital is tied up month after month.
The context is a high, long gate. OTTC is filed by the maker itself, and Russian bodies even inspect the Chinese factory; total cost per model runs about RMB 1 million with a 6 to 8 month cycle. Both also need the ERA-GLONASS emergency module at a fixed ~USD 480.
The math shows the tie-up. On OTTC, RMB 1 million upfront and 8 months of waiting, at a 1% monthly capital cost that is RMB 80,000 of interest; on SBKTS, 100 vehicles at RUB 40,000 each is RUB 4 million (about RMB 360,000), and you certify while selling. For mid-size importers, SBKTS cuts upfront cash below one third of OTTC and pays back far faster.
Three hard effects hit importers. First, a new model must start OTTC more than half a year ahead or it runs out of stock right at launch. Second, SBKTS is fast per unit but each is separate, so at scale the document load is heavy.
Before ordering, do three things. First, ask the supplier for the model's OTTC number and validity, confirming it covers your target country. Second, if going small-batch, have the supplier provide the SBKTS pre-approval conclusion and write it into the lead time. Third, put certification-delay liability and lead-time penalties in the contract. Send the VIN and spec to cost the certification path for a specific model.
