Ethiopia Adds 5% EV Import Duty: CBU vs CKD

Ethiopia's new 5% duty on imported EVs means CBU shipments lose about five points of margin at a stroke. It is part of an import-substitution push that steers buyers toward local assembly. The key is the widening gap between CBU, SKD and CKD. CBU-only suppliers feel it first, with no kit route back.

The Customs Commission drove it, chaired by Debele Kabeta, with tariff head Kassaye Ayele signalling more changes. About 250 EV importers are registered, and imports nearly doubled in three years, to $72 million last year. Published tiers put SKD at 5% and CKD at 0%, with EVs exempt from VAT and excise.

Put both routes side by side. A CBU car now carries the new 5% duty; a CKD kit pays zero, with only an assembly line in between. Ethiopia is landlocked: cargo lands at Djibouti port and moves by road to Addis Ababa, so that leg and its clearance time belong in your payback model. On a $1m shipment that gap is $50,000 of duty.

For CBU-only suppliers the five points eat straight into the quote, and price alone will not carry you. CKD kits clear at zero duty, but capacity, quality control and spare parts come first. Of 250 importers, few can fund a line, so most will hold CBU volume and test small kit batches.

Three steps: ask your supplier for two landed-cost sheets, one for CBU and one for SKD/CKD, with the Djibouti-to-Addis leg and clearance time. Run a small trial batch before committing to a line, and check that cash flow covers the ramp-up months. Send your model list for a duty-tier estimate.

Frequently asked questions

What certifications are required to import used cars from China?
Requirements vary by destination (e.g. EAEU needs SBKTS/OTTC, GCC for the Middle East). EZ Auto handles compliant documents and certification per the destination customs, confirming clearance before shipment to avoid port hold-ups.

What recent policy changes affect Chinese vehicle exports?
EV subsidies are phasing out while export licensing and shipping capacity fluctuate. EZ Auto tracks destination tariffs and certification changes and updates them in the News section for procurement decisions.

Can an individual buy a car directly from China for export?
Possible, but with document and customs hurdles. Most buyers order through a licensed exporter like EZ Auto, which handles the contract, export declaration and destination paperwork; you only handle pickup and local registration.

What export documents are needed for used cars?
Core documents include the commercial invoice, packing list, export customs declaration, bill of lading and the destination's import clearance papers. EZ Auto prepares the full set before shipment to ensure smooth clearance abroad and avoid demurrage.

Do destination countries limit the age of imported vehicles?
New cars are mostly unrestricted; used cars often face an age cap (e.g. some Middle East and Africa markets require within 5-8 years). EZ Auto checks the destination's age rule before shipping and screens out non-compliant units to avoid rejection at port.
